How to take and post a picture on yahoo answers?

You are not clear as to what you mean by "post".

Your avatar can be a cartoon or a photo. You can also use your Facebook or Twitter avatar.

STEP 1.
In order for your avatar to appear you must make your Yahoo Profile visible. That is done here:
http://profile.yahoo.com/y/settings/privacy/
There is no reason to hide your profile. Nothing appears unless you enter it and turn a switch on. The name can be anything you want.

STEP 2.
To create a cartoon avatar first go to http://avatars.yahoo.com and create one.

STEP 3.
Click on the default avatar in Y!A and select "edit my preferences".

Click on "update photo or avatar" and a small window will open.
You can select the cartoon, Facebook, or Twitter avatar or upload your own photo.
After clicking "use selected photo" be sure to click "submit".
The same photo will appear in the Yahoo Profile.

You can also select the photo in the Yahoo Profile instead.

In order to refer to a photo on Yahoo Answers you must upload it to a photo site. Three examples are Flickr, Picasa, and Photobucket. You then post the complete address, including http://, in your question or answer.
For Flickr you go to the picture and click on the "share" dropdown.
For Picasa you go to the picture and click "link to this photo".
For Photobucket you go to the picture and copy the "direct link" under "links".
Copy the link that is there and paste it into your question or answer.

NOTE: Do not post a picture and ask if the person is pretty or to rate them. That is considered chatting and is a violation of the guidelines. Level one members can not post clickable links.
