How do you create a picture slideshow?

I might sound a little ignorant, but I've never had to make a picture slideshow before and now I need to learn how. My neighbor has enlisted me to create one for her husband's surprise birthday party and I just want to be able to make it the best I can. I'm assuming I make it in PowerPoint, but can I add music to PowerPoint slides? If not, what program would you suggest I use to create a picture slideshow that I can add music to? Also, I need to burn it to a DVD. So a program that can do all those things. Also, if you know how to loop it or have any other tips that would be greatly appreciated.
