I think your best bet/easiest option is to ask your dentist OR call some local dentists first and see if they have any free samples. It's the new year and many companies have sent them some free samples.

If you like a certain brand, "like" that product on facebook and follow them on twitter. They'll sometimes post offers there. If you send an email to a tooth whitening maker you like and let them know you would like a sample, they often will send you one PLUS coupons. The market is competitive and prices are high. These companies know that if you find a product you like, you will continue to buy it.

Target and Walmart offer lots of free samples on different items, and with the new year, you'll find lots of tooth whitening products. Check their websites daily for updates.
