After eight years you still can't talk to here face to face? That does not sound like she is very important at all, not worth a real conversation. Why wait for something if you could maybe have it? TALK TO HER, don't twitter. If she likes you you can go out. And if she doesn't like you, which I doubt, she will say so and you won't waste another eight years. You never get anything if you do not actually try to get it; it doesn't just happen all by itself.
