It was not the city of San Francisco. It was the commuter train the BART who called local police in Berkeley and requested they shut down cell phone access from inside the BART stations.

I dont agree with the use of police powers here but I do believe the commuter rail company has the right to prohibit cell phone usage inside their stations.
