Does any country have a social program like this?

I don't know of any countries that pay their citizens a "baseline income" even if they don't work. However, most civilized countries provide basic services like health care and education to all of their citizens, regardless of whether or not the citizen is employed. So basically, they provide their citizens services, as opposed to income like you suggested. Same general idea though.
