Is it possible for me to load pictures onto instagram using pc?

You can not upload pictures to Instagram from the PC. (The extension you have is only to view your feed and profile.) Instagram is a mobile only application and not associated with the PC.

The best way is to edit your pictures on the PC and then upload them to a cloud drive (Drop-box, Google Drive, etc.), then download them {from the cloud drive- to your phone} and upload to Instagram {from the mobile application}.
