Can someone explain to me how the ACA is a success with all that is wrong with it?

Fun fact: Bush's Medicare Part D prescription drug plan was changed by Bush, without congress, more than a dozen times. REP. JOE BARTON (R-TX): “This is a huge undertaking and there are going to be glitches. My goal is the same as yours: Get rid of the glitches.
