How can the free market help the poor without any social security (Welfare)?

Welfare is money paid out of the general taxpayer fund, based solely on need. Social Security is an insurance people pay into trough payroll FICA taxes. Only people who paid into it, or their deceased spouse/parent paid into it, can collect it. Benefits are based on how much you paid into it over the years. Pretty much the same as any other insurance.
