The Republican plan is to do as much as possible to hurt those who aren't wealthy, even though there is no monetary advantage.

Keep in mind that the coupons they plan to give to seniors will be worthless to anyone who can't afford to pay for most of their insurance or is denied insurance because of a pre-existing condition, and that includes almost everyone over the age of 65.
