How do you delete that account because she needs the app

If you mean there is already an iTunes store account on the iPhone 4, she can just easily log out from it by going to Settings > Store.

However, if you meant there already is a Facebook app but there is an account signed in, you can tap account on the upper left side of the screen. The option to log out from Facebook is there. After that, she can just sign in using her account.
