It depends, if your tweets are protected, your profile is private then no. If public then yes. You can change this in your settings.

Well, it depends on the privacy settings under SEETINGS menu. If you set your twitter privacy to (protect my tweets) others will not see your tweets.

If I'm not following you, I have to enter your timeline to check your tweets.
