I can't follow someone on instagram but they don't block me?

Whenever I try to follow this one person on instagram, it won't let me request them and it says that they have no posts. I have the follower app, and it says that 0 people block me. Does anyone know why I can't follow them?

1. Sometimes when you've followed many people at once the instagram server doesn't let you follow anyone for a while. (can be minutes, months, days, I had to delete my account because I couldn't follow anyone)

2. theres always glitches in the system, you can try deleting the app and redownloading it, closing the app etc.
