Why can't i fix my facebook profile picture privacy settings?

Once i go to my profile and click my profile picture, it says ''There are no photos in this album.''

Then i go to 'view photos' and i see two profile picture albums. One has a question mark with no photos and the other is my original profile picture album. Looks like this:

I can't delete the other album with the question mark, i don't know how it got there but it is annoying.
So i got to Privacy settings > Customize settings > Edit album privacy and t shows every album BUT profile pictures.. i don't know if facebook is having difficulties but i've tried on my pc and it is the same thing so it can't be my laptop.

Since i have two facebooks, i logged onto my other one to see if i can view my first facebook (the one that i am having difficulties with) and i cannot see the profile pictures OR the album with the question mark...maybe i'm not the only one going through this? hope not..
forgot to add, i want it so only friends can see my profile pictures. Seems like right now it's on 'only me' but point is, i can't change that setting. It is not showing up

Read This page it will help or go in accounts settings and then Customize settings ===== then choose only me no one can saw your profile pic except u :-)

i Dont think you Can Delete the Profile Photos Album i think thats there by default
