No it did not, and during the setup process, instagram asks if you want to link instagram to your facebook account.

No your Instagram account needs to be linked to your FB account for it to notify others. That little (Your Facebook friend _____ has joined Instagram as _____) will only happen if they linked their FB account. At least I think so.

no, i t wont notify them, but your new account will get suspended for breaking the rules that you didnt read when you signed up
