Where can I complain about twitter errors?

Okay so I was talking to my friend via direct message and she sent me a message but it keeps on repeating. I asked her what happened by giving her the screenshot of the spam and she said "sorry, my phone is messed up". Then I talk to her with blackberry messenger. But after a few days the same message in dm still spams me every 10 minutes, I already ask her to delete the twitter app from her phone and re download it again. I even tried blocking her and unblocking her again but nothing works! So I guess this is twitter's error and I really need help but I can't find a place to send complains on twitter help center. So if anyone knew how to send a complain or an email to the help center please tell me soon. I really need this help because it keeps on annoying me. Thank you.
