how do I make a facebook group?

I can't figure out how to make a group on facebook. The instructions (facebook help) don't work or match the pages.

go to groups. (type it in the search box or click it under applications)
at the top right click create a new group.
fill in all the information for your group.
invite friends.
you now have a group.
TA-DA!
