Does Facebook or your friends send out Best Friends Requests?

I get requests from friends to be a best friends. Sometimes these are people I wouldn't consider best friends. Does facebook send these out or does the friend request that you be thier best friend?

it's probably an application. when somone uses an application, they have to invite people to use it. so when they just select random people to invite, those people (like you) get a request saying something about being their best friend.
so really it is just facebook talking, these people probably don't realize they are sending those things to you
