Help with U.S Army online dating? Don't know if scammed?
Okay, my mom has been talking to this guy that claims to be in the U.S Army & rich. she has been talking to him about over maybe two months? And he has sent her pictures of him and his daughter and a picture of his leave permit for retiring to 'prove' that he's real, He's has told her that they can have a video chat for a 200$ fee. She didn't do it. but after him telling her about retiring and getting 250,000$ when leaving, Also saying he has no way to his bank account to leave and has a 650$ fine to leave to make sure he's not being dishonest, And there is like a email address of like @writeme.com i think she said? I have done a little research, because I know absolutely nothing about Army's or anything, do you think it's a scam? Because I'm starting to think it is.

Yes it is a scam. No one makes that much in the US Army.

It has all the makings of a scam.
You can have a video chat for practically free using Skype.
On an Army salary most likely the $250,000 is a bunch of baloney.
If he is "rich" he would find other ways to get $ than from your mother.
Tell her DO NOT him send money whatever you do. He will only want
more and you will never see him.

When you say "He's has told her that they can have a video chat for a 200$ fee" do you mean your mom should give him $200 in order to video chat with him? If that's the case then you don't need anything else to know that it's a scam. Furthermore, the Army won't make you rich. Also, just because a guy joined the army, doesn't mean he can't be a con man, so that's something to think about.

"Help with U.S Army online dating?"
---
"Army CID is warning anyone who is involved in online dating to proceed with caution when corresponding with persons claiming to be U.S. Soldiers currently serving in Afghanistan or elsewhere.

Army CID receives hundreds of allegations a month from victims who state they got involved in an online relationship with someone, on a legitimate dating website or other social media website, who claims to be a U.S. Soldier. The "Soldier" then begins asking for money for various false service-related needs such as transportation costs, communication fees, marriage, processing and medical fees. Victims of these online scams have lost tens of thousands of dollars, with a very low possibility of recovery."

It's a scam
1 - ALL emails from the Army are from @mail.mil or @us.army.mil -- NEVER @writeme.com. If he's not using a .mil email address, he's NOT in the Army
2 - There are NO leave permits for retirement. Retirement is completely different than leave. For leave he would have a DA Form 31. For retirement, he would have a DA Form 2339
3 - there are NO fees for video chats in the Army. Every base is equipped with computers with webcams for Skype chats for FREE. So the fact he asked for money proves he is a scammer. If he refuses a Skype chat he's NOT the person in the photos - he's a Nigerian scammer using stolen photos of a soldier
4 - NO soldier gets $250,000 when they retire - even a 4-star General would not get $250k at retirement
5 - Every soldier has access to their bank account no matter where they are stationed through the base finance office AND there is NO file to leave. So both of those are completr lies

If your mother refuses to listen, you need to contact the FBI to report that your mother is the target of a fake soldier scam http://fakewarriors.org/
