How Many People Are you Following ? Instagram has a limit On the Number of People you Can Follow So if you Cant Follow Anymore People Thats a Possible Reason Why you May Not Be Able to

The answer provided by Daniel is incorrect. Instagram limits the amount of people you follow PER HOUR not in total. By now you should be able to follow people, if not, your account was reported and you will have to wait.
