Can you use Instagram with a laptop?
Or is this an app that can only be used by devices like iphones, ipads etc? If you can get on instagram with a Dell computer, please let me know how because i have been trying with no luck

Install bluestacks. It's an android emulator. Install the instagram app inside it and wala.

But really...you don't need instagram for that. Just look for any program that lets you apply filters to pictures.
