Failproof porn filter for Android?

I need a free, foolproof (as in block edgy sites on EVERY APP, and even in "Incognito" mode). Don't give me the "it's impossible [on an unrooted device]" crap, as my device is rooted (Which is why it needs to be utterly foolproof, as I am pretty technically inclined). There is a slew of this kind of stuff available for win/Mac, and a notable amount on the more supported desktop Linux distros, so why so little on the mobile scene?

It's technically impossible, because you can never exclusively block all porn sites. Sure, you can block any sites that have "porn" anywhere in the page, but that would bring up false positives and would likely end up blocking common things such as Facebook.
You can't have an always updated database of porn sites, more are always being created and some are always being removed.

You'll have to uninstall all other browsers, and put a restriction on that requires a password to install a different one though.
