Is there a fee to allow scores from your iPod Touch app to be shared on Facebook/Twitter?
I'm hoping to develop an app for the iTunes App Store and I'm wondering if there is a fee or some kind of licence that you need to have to allow people to post scores/stats directly from the app onto Facebook/Twitter? For example, I've seen how people can post their high scores from games like DoodleJump publicly on Facebook/Twitter, and I'd like to know how you would go about making such an agreement with Facebook/Twitter.

You have to program that function in to your app your self. Both Facebook and Twitter allow you to create Apps and get App Key. Facebook has a iPhone SDK. Twitter should have something similar. So its up to you to get access to the api(its free and no need for it being approved by a admin) and add the function to your app. I added twitter to my Php site and used a free library that support the Twitter oAuth protocol.
