Photoshop Elements and Instagram photos?

How can I create Instagram photos on Photoshop Elements. Also, is there a free website online that may help with cool photo editing? I already know of FotoFlexer and Picnik.

If you have Photoshop Elements, you design instagram / polaroid type image with frame and faded,
manually you would create frame border, and add drop-shadow, then with picture, adjust color values lower, or add layer with yellowing and gradient vignette edge,

or search for photoshop actions, install scripts, and apply to image,
