I doubt it. They'd probably get over 10 tweets a second, the chances of them seeing yours, and more importantly actually taking note of it or doing what you request is extremely unlikely.

If you yourself have more followers, its more likely they'll retweet what you said, which means there's more chance of the target account seeing it.

I don't think there's any guarantee though unless they've actually got some interest in you.

There are some things you can try to get noticed but there are no guaranteed way to do this.
- Send your tweet in a low traffic time so your tweet wont get buried straightaway
- Retweet some of his content first. And if you have an active Twitter following and they retweets what you retweeted then chance of him/her noticing is high.
- Try adding an image to it so it stands out from the rest

Sorry But There is No Way You Can Post the Tweet But There is no Guarantee That i Will Be Seen Especially if its a Popular Person Like a Celebrity or Someone Famous You Will have Less of a Chance of it Being Seen
