Log in to the account, go to Account Settings, then "Deactivate Account"

If that doesn't work out, then change the account's email address and password.

No way of cancelling them. You can only de-activate it, which stops them from using it until they log back on, which is useless. Perhaps you can change their password, or block it entirely via parental controls.

To deactivate your account, navigate to the "Settings" tab on the Account Settings page. Deactivation will remove your profile and content associated with your account from Facebook. In addition, users will not be able to search for you or view any of your information.

Report her to Facebook. If she's under 13, she's violating their term of service -- and American law... Odds are they'll be happy to close and delete the account because of it. Don't expect your daughter to thank you though...

Alan,

For what's it's worth, there is nothing nefarious about Facebook per se, irrespective of whatever trouble they've wrought at home. The Facebook accounts themselves are not deleted, they are deactivated. To do this requires that you log into each of the accounts with the appropriate email address and password, when the landing page loads, click Account (upper right of screen), then click Account Settings. Under Deactivate Account, click the deactivate link. That's all there is to it. If you are going to punish them temporarily, change the password and as they've gotten themselves back into your good graces, provide them the new password to let them reactivate. If there are any photos or other data files stored in these profiles that you wish to keep, download them BEFORE you deactivate the account. Best of luck.
