Is this girl interested in me?

This girl seems to look interested in me but I'm not quite sure. I was looking at sheets of information with her and she had the same information on a separate sheet yet she was standing really close to me and her arm was touching my arm and she was acting like she was looking at my sheet.

The next time I saw her was at a group event with other people. When I said hi to her she replied to me shyly. She also seemed to draw attention to my shirt I was wearing asking what it said on my shirt. When waiting for our turn at this event, she sat next to me and sat close to me again her arm was touching mine. She asked me to do things for her, there was a drink behind her and away from her reach, I got the drink and instead of giving it to her, I filled up her cup. When the food arrived, I told her to get something before it all finishes. She said she was going to wait until there was less people, I told her that there might not be anymore of what she wanted and she went and got something. She was standing talking to someone else but near me and hit her leg onto mine and said sorry when she didn't have to. When it was our turn to go in for the event, she seemed to follow me around where I was and was laughing and smiling whenever playing the game at the event.

Also when she was with her parents and I looked at her, she looked back at me smiled as she was looking away but didn't talk to me at all. Maybe because she was with her parents.

I also wished her happy birthday over Facebook message and she replied saying "hehe thanks [my name] ". All I said was "happy birthday [her name] ".

Also, previously she never said anything to me and just now she is talking to me lots and asking questions.

What does the "hehe" mean in her reply when I wished her happy birthday?
Is she flirting with me?
Does she seem interested in me or is she just friendly?

Just friendly. Girls brush theire arms on me daily.

She seems to like you. The "hehe" (when I use it, anyway) is a form of giddiness ...happy.. If you like her I'd ask her to lunch or go out with friends. So sweet gestures , girls like that
