With these new privacy changes, how do I make my profile picture on Facebook private?

I want it so only people that are my friend/s can see my profile picture. I want everyone else to see the silhouette of a person.

Please note: I have gone into Settings > Privacy Settings > Profile Information > Photo Albums: Edit Settings > Profile Pictures: Who can see this? Only Friends

^ This does not work... Is there any other way?
