It means "pound" or "number" I think. As in Account # 555-21-67456. Pound is in the context of the alpha numeric keypad, such as to enter the facility, type star then 987612 then #, wait for gate to open... in phone menus "type pound (#) to send" . Hope that helps.

A hashtag is something used on twitter and instagram. Lets says I post something and add a hashtag #cool. So then my post goes into a subsection where everyone else used #cool. It's mostly used to get likes and followers. It's annoying when people use them on Facebook because it doesn't go anywhere.

Smoking this product may induce mild euphoria.

As far as I know on Twitter and now Facebook it (#) labels a subject of potential interest so if I enter #GoodSausagePuns, everybody interested enters the same hash-tagged item and all comments on the subject of 'GoodSausagePuns' come up for you to review and try to beat out in a contest. Jimmy Fallon does it weekly to get funny Twitter answers for his show.
