Twitter? Follower count and new twitter?

Hey,
I was wondering, how do you get the new twitter? Everyone said it was updated, and I was like... I see no difference.. Now I know why. So how do I do that? And also,
I had 12 followers at one point. Well, I keep receiving emails about getting new followers, however, the number does not change. I've been at 12 for months. And I went to the twitter help page, and there is nothing on this topic. Pllleeaassee help.
