Can this person really claim to be a social media expert?

My manager recently hired a consultant that claims to be an expert in social media. I checked the social media channels that he is on and he has no followers/fan, no interaction and very little content. How can someone be an expert in social media if their own social media does not reflect that. Should you practice what you preach?
