you can do this you know when you want to a famous person follow you on twitter . you must be a famous person, that's the best way

it depends if they follow fans or not. you might need a username relevant to that person, and the easiest way is to spam but it will mess up your follower's timeline, might get tweet limit, and have some unfollowers.
