So I'm 14 and my brothers 20. He dated Abby in highschool and he was a year older than her. We live on east coast and she was forced to move to California. The still dated and my brother even took a plane to go see her. And about a month after that they broke up... He told me that he wanted her to date and enjoy prom in Cali without worrying about him... I think he told me that so I wouldn't feel bad. Anyway she found me and messaged me on Instagram to ask how we were doin.( I used I talk and play with her all the time) I responded and told her we were doing great and then she said that she was too scared to talk to my brother. And she said that she misses us. Should I tell my brother that she wants to talk to him? And that she's scared that he won't respond? Sry for the novel I just really need help...

Yeah you should. Especially if she made your brother happy. I mean if she did, then telling your brother may get them back together. Do what you think is best for your brother, but also yourself and for her.
