How can I make friends with a girl in college being labelled as a 'loser'?

Guys.. I am 19 and have never been great with girls all my life.. I am in 2nd year engineering college in delhi, india.. I have already wasted over an year of my college life because I see a lot of my schoolmates and classmates on facebook with a lot of female friends and even in committed relationships.. I look at myself and think myself to be a loser since everyone knows to converse with a girl except me and no one even teaches me how.. I have been asking this question for the nth time on various sites like quora on facebook confession pages and all but am not getting an answer.. I am in engineering and that definitely makes stuff worse with the lack of girls in my class.. there are very good looking girls somewhat in other sections but the problem is that I don't know how to go on and approach any girl and what impression it'll create on her mind.. Not just in college but otherwise as well when I see some random girl on the street and I want to approach..

Also, in Delhi with all the cases of eve teasing & rapes reported on a daily basis I don't know if it's even safe to approach especially in public areas where I don't know if she might feel offended.. Yeah, I know my knowledge of behaviour about the opposite sex is very low..

Please someone teach me how to do it.. What could be a nice conversation starter and where should I approach ? I am not very good looking.. Decent looks but yeah an extremely thin physique that may be a put off in the first impression.. and yes, I do lack confidence and self esteem.. someone please help me out.. I am an introvert by nature.. a virgo..

Also, please don't tell me girls are not everything, focus on your hobbies and all that stuff.. Please help me out genuinely.. DON'T ALREADY LABEL ME AS A LOSER CAUSE I DON'T KNOW TO TALK WHICH I MUST BE KNOWING BEING IN COLLEGE.. IF YOU THINK I AM A LOSER, THEN BE IT.. BUT DO HELP.. PLEASE.. I DON'T WANNA WASTE MY COLLEGE LIFE AND YOUTH WITHOUT ANY INTERACTION WITH THE OPPOSITE SEX..

PS : I AM NOT DESPERATE FOR A RELATIONSHIP OR FOR KISSING, SEX OR ANYTHING.. I AM DESPERATE BECAUSE OF BEING LONELY & NEEDING A FEMALE FRIEND..
