The new privacy settings allow the user to choose to see tweets they are mentioned from the people who only they follow or to everyone.. It doesn't matter if they are not following you it all depends on the persons privacy setting they may or may not see your tweet and depending on your privacy setting as well yours if they choose to reply to you! Check your privacy settings and it your twitter profile is on private only the followers you accept you can only see their mentions to you
