How to make snap-chat Facebook twitter and instagram available with out being connected to the internet?

I have the Sony xperia L and so does my sister but when were in the car she was on instagram and sending snap-chat but i couldn't send a snap-chat or go on instagram. why is that and how can i make it so when i am not connected to the internet i can do all of those things.
BTW my WiFi hot-spot doesn't work on my phone

i have a contract the lets me use the internet for free and i have 600MG of data what ever that means
