What are your interests and hobbies? Join a social group that does things like art, sport, photography, cooking or any other things you enjoy and meet people there.

Ask in your local area at college or school or a community group where you can do a course or a hobby and meet new people.

First of all you have to select your own criteria for making friendship: For example - Appearance of the guy, his smartness, intelligence, age, his background, his behavior pattern/manners, outlook/attitude, his taste/hobby etc etc. If you find majority of above qualities are present as per your liking in some guy, then you can take mental preparation to make friendship with that guy. Before taking such a decision, you need to mix with him & study him closely for a period of time. If everything goes alright, then you can proceed further with confidence. So to make a friend, you need to choose a guy from your environment whom you consider suitable as a friend outwardly. Then you have to develop closeness through conversation/mixing for a period of time to know him. I think this is the practical approach to make a friend.
But in social media like Facebook, you select some handsome guy with good background & sent him a friend request, & you can have a Facebook friend within 24 hours. Hope I could help you to some extent.
