haha im stuck on that "to do" mission too, okay.. it's gonna be really really rare but they're marked in red with sum sort of robbers mask (the kind the hamburglar wears) icon above them.. you have to click on them before they leave the store in order to stop them and this happens super fast so u have to be quick! good luck!

btw can u add me? i could totally use more neighbors (:
