i always see people sayin that justin bieber is "creepin" and i dont get it

When Justin Bieber is creeping its suppose to mean hes online looking and reading other fans comments, following them, DMing them but he doesn't tweet so no one knows hes online but a few know somehow. I think that they just guess when hes creeping. He actually creeps a lot. Lol.
