do i need a business license to sell at home?
like if i sell jewelry or body lotion at home and i advertise my business by business cards and someone buys one by emailing me or calling me to buy thru paypal do i need a business license for that

a .DBA as a sole proprietor usually runs $7 depending on where you live.
that should allow you to do business in your county.

You will need a business license if you are selling things. Some are free, some costs, depending on what city you are doing business in. Also, if you are reselling, consider applying for a seller's permit so that you are exempt from paying sales taxes at purchase.

Also, I'm going to throw this out there. But, when you are ready, consider building a website so that you are not paying another website (Ebay, Amazon) a fee every time you make a sale.
