You can use a proxy, but it is against school policy to be viewing this website at school. Do you really want the network admin calling you in the office for something you could have waited to do at home or mcdonalds?

Probably the only legal way to do this is to convince the administration to permit this service to be available. Convincing the administration that Twitter is a beneficial academic service will take a lot of sound, logical, and persuasive arguments and I cannot come up with even one such argument.

Remember the purpose of school is to educate. The purpose of Twitter is to entertain. Education may be entertaining. Entertainment, under some conditions, can be educational. However for most cases and situations, entertainment is not educational enough for schools to make it a priority or to permit things like Twitter.
