Why can't i change my Yahoo profile picture anymore?

Ok usually when i want to change avatar i do this
-View Profile
-Then there is your Yahoo profile
-When you put your touchpad over your profile picture there is a little bar that shows up under it and then you can choose to upload a picture,facebook,twitter,avatar,or no photo

But now that ive gotten a new laptop(Toshiba C55t-A5222 Windows) i can no longer change my profile picture.I've had this problem every since i opened it up on Christmas day of this year.I no longer have the option to upload my own profile picture.I've read a few sites that Yahoo no longer allows you to change your avatar....does this apply to uploading also?

The edit my preferences method stopped working earlier this year.

What those other sites are referring to is Yahoo Avatars, which was closed last year (2013!). You should be able to upload new profile pictures.
If you aren't getting an "upload" option, it's a glitch. Try clearing your cookies, cache, and history, restart your computer, and try again, or on a different browser. It probably is something to do with your new laptop.... if you're on a new IE that may be escalating the problem.

This glitch has been going on forever, and Yahoo still hasn't fixed it.
