how can you disable comments and likes on facebook?

I've gone into Account settings and privacy but cannot find where you can disable people from Likes and Comments on your photos
Also, I've seen other people's photos where Likes/Comments still are shown but new ones not allowed. How can you keep existing ones but prevent new ones? Can you stop individuals from posting or just limit to Friends, Friends of Friends etc
Actually new privacy settings don't allow this! But I still notice new comments/likes have been disabled but old ones still allowed on some photos. Confusing http://www.youtube.com/watch?v=LkfCGPdg22Q

You can't control what others comment about if you have your photos and statuses open to the public. If you don't want people to comment or like, don't post. Or if you only want friends to comment and like, you need to go to your privacy settings. Click on the "gear" (what you click on to sign off Facebook) and choose Privacy Settings. Then, choose the setting that you feel comfortable with.
