can i have a long hair?

my sister keeps saying i can't have a long hair because of my hair type (see the picture)
the problem is that i have no hair at the sides of my forehead it just doesn't grow and am worried that having a ponytail and a long hair is not going to work or look ugly since hair doesn't grow there

i really really wish to have a long hair ... like a girls hair with a ponytail yeah :3
it is like my life wish

btw am 16 and half Russian/Ukrainian and half Arabian if race and living condition matters for hair type and stuff

and i think my hair is kinda short for a whole month of growing i think it is growing slowly, is there anything i can do to make it grow faster

i have been planing since i was 14 to grow my hair for like to my shoulder then to bleach it to dirty blonde or somthing
because am leaving to the UK to study after like 1 year and a half and i really don't want to look like a.... a terrorist i mean look at me xD

yeah if it poofs, I would cut the sides up until it becomes long.

you can probably still have long hair but it will take longer then most people to grow it. also it will grow in a bit strange to start cause what you need to do is try and get the hair that does grow to grow past the parts that don't cause then they wont be as noticeable. your a guy so this probably isn't relevant but just in case, don't straighten blow dry, curl or do anything that you need heat protection spray for. try and wash your hair every other day or a few times a week so it keeps its natural oils(dont wash it everyday). i know that you get oils that are supposed to help you hair grow faster, you rub them into your scalp after you wash your hair and its wet. i think the one my friend uses is argan oil, it'll also keep your hair healthy. don't brush your hair a lot either, that's bad for it growing and i'm not sure if this is true or not but apparently if you kind of massage your scalp when your washing it that helps get rid of dead skin cells and dirt and stuff and helps your hair grow faster. i don't know if this actually works either but hair is protein and you can get pills to help it grow by boosting your intake of protein. remember though hair takes a long time to grow, I've been growing mine most of my life and your hair can't also grow to the length you want if its not thick enough. that's everything i know, hope it helps btw thanks for answering my question i appreciate your honesty i hope you answer again when i put up a photo
