Why does Facebook make you click the blue bar saying "1 New Notification"?

Why does Facebook make you click the blue bar saying "1 New Notification"?
On the main Facebook news-feed page, often a blue bar hovers at the top,
saying something like "1 New Notification"
Why doesn't it just show the notification?
Any Ideas or thoughts?

Their are news-feed from all your friends which keeps updated on News-Feed section of Facebook.during tag,like,comment,share etc.

For easier & convenient access of all you notification Facebook makes you click the blue bar saying "1 New Notification".

Unless u need to scroll down to that notification. This notification makes the Facebook surfing Interesting.

Its their policy that they want everything well organized so they doesn't just show the notification.
