google chrome - help?

On this link my web pages keep doing this so I have to refresh the page or I can't click on any of the links or read comments on Youtube videos.

It does the same with Facebook but not letting me access the chat or scrolling down.

What causes this and is there any solution?

That is most probably because of a transmission error. Reload the page and try again.
Getting a more stable, faster internet connection will help.

if reloading doesnt work, press Ctrl + Shift + R
That will download the complete webpage again.
