Twitter Help (details in the description)?

whenever i go on twitter it only shows me the tweets from the past hour or less. when i attempt to tweet something i hit tweet and it does nothing. when i hit reply it goes to the top of the page so i can't reply to someone, it also does that when i try to retweet something. is there anything i can do to fix it?
