is it 100% sure that if set the privacy on facebook...?
to make "send a message" or "add as a friend" to only friends or friends of friends. That people who i have no mutual friends with, can add me? like is it 100% sure that they can't xD it's silly I know but I want to know if If they still can add me or send me a message although i have set this privacy? I'm being paranoid.

Facebook privacy settings do actually work. The problem is when people don't set them correctly. If you really wanted to you could make it so no one other than current friends could even find your account
