He asks me out all the time but the date never happens, why?

I met this guy on POF. He always stuck out and we always have long conversations about anything and everything. He makes me smile. He's asked me out twice now, I've agreed both times and said I'm free a lot so it's up to him whenever he wants. He always replies I'll find a time and let you know. He never has done.
I know he's real and who he said he his. I've searched him on Facebook, he has many friends including many family members, tagged photos of him, he's in a professional sports team and has his profile on their site.
He's told me he gets really shy and nervous on first dates, but we've been talking for a month now and I thought we've moved past that. I'm not a big fan of internet relationships. I don't want this to drag this on much longer, I want to know him in person because my feelings are really developing. Why do the dates never happen? Should I ask him out? If I ask him I know he'll just tell me he'll find a time when he's free and it will never happen.
