I want to develop a Facebook game and want to know how much I should allocate to do this.

If you have Adobe Flash and you know how to code it then it should cost you nothing.

To develop the game, maybe a couple thousand, if you are not doing the coding yourself.

However, the hard part is configuring the application to have a dollar return per dollar greater than 1.
Then you need to spam money into advertisements.

If you are looking to develop the game yourself, i wrote this some time ago for the same topic:

Next, you will have to learn the following:

PHP or ASP, recomended PHP
MySql
Javascript
HTML
CSS
Plus an optional, FBJS, FBML, and XFBML, depending on your application setup.

If you want to make a flash game you will need to also learn these scripts
actionscript
coldfusion
and how to make flash animations.

Also, you will need to have a good understanding graphics, such as being a good photoshop user.
Or, you can spend on average a $300 dollar per hour fee for a graphics artist
^^ a graphics artist will provide amazing quality images, but are very expensive.

If your application is going to be complex, you will also want to learn
ajax and xml.
On top of that, you will want to have a good under standing in functions, algebra, formulas, and a decent understanding of algorithms.

There are also some other languages you can learn, but i wont list them to lessen your new headache.
